‘A paradigm shift from entitlement to empowerment of poor under Modi government’

On the second day, the National-Executive also passed a Socio-Economic Resolution praising Prime Minister Shri Narendra Modi’s leadership for transforming India into the fifth largest economy. The Resolution also expressed its gratitude towards the Prime Minister for leading an unprecedented cultural revival of the country. This Resolution was moved by Maharashtra Deputy Chief Minister Shri Devendra Fadnavis and it was seconded by Union Minister Shri V Muraleedharan and BJP MP from Haryana Smt. Sunita Duggal. Expressing immense satisfaction over the effective financial management and calibrated approach to managing disruption caused by the pandemic under the visionary leadership of PM Shri Narendra Modi the resolution also highlighted about India’s quick economic rebound despite the pandemic, its highest economic growth among G20 economies, and India’s move from being the world’s 10th largest economy in 2014 to the fifth largest economy. Here, we are publishing the full text of the Resolution :

The principles of equality, equity, dignity, respect, and inclusiveness are guiding principles of the PM Shri Narendra Modi led Government of India. Under the leadership of Prime Minister Shri Narendra Modi, India has emerged as an oasis of peace, stability, and economic growth. The rising inequality worldwide has emerged as a cause of great concern, which calls for urgent action through appropriate and pro-people government policies. India stands in sharp contrast to the global trends due to the visionary and inclusive leadership of Prime Minister Shri Narendra Modi and the pro-people policies of the central government rooted in the nationalist ideology of the Bharatiya Janata Party.

Effective management of theCovid-19 challenge;

Under the leadership of PM Modi, efficient and effective management of the Covid-19 pandemic has earned universal admiration. India has administered 219.33 crore doses of the Covid-19 vaccine. India successfully developed indigenous vaccines and emerged as the leading vaccine manufacturer in the world due to seamless coordination and partnership between the government and private sector .India also exported 23.9 cores doses to 101countries.

Pradhan Mantri Garib Kalyan Yojana was launched in April 2020 to help people whose lives were disrupted by the advent of Covid. 80 crore beneficiaries are covered under the food security act by providing 5 kgs of rice or wheat and 1 kg of pulses per person. It has provided food security to the poor and vulnerable.

Economic Rebound

Prudent fiscal and monetary policies and calibrated approach to managing disruption caused by the pandemic have resulted in a quick economic rebound. India’s economic growth is the highest among G20 economies. In its latest Global Economic Prospects Report, the World Bank has projected India’s economy to grow 6.9% in FY23. India moved from being the world’s 10thlargest economy in 2014 to the fifth largest. India climbed five spots in 8 years to become 5th largest economy and is now set to become the world’s third largest economy before the turn of the decade. India’s share in global GDP has increasedto3.5%against2.6%in2014.

Azadi ka Amrit Mahotsav

‘Azadi Ka Amrit Mahotsav’ was launched in March 2021 to mark India’s 75th anniversary of independence. It highlighted the contributions of the nation’s unsung heroes. It is the first time any government has paid tribute to the unsung freedom fighters from all sections of society and brought the stories of their bravery and sacrifice to the mainstream. Azadi ka Amrit Mahotsav will play an important role in decolonizing history and intellectual spaces.

Cultural Revival

During the last eight years, we witnessed an unprecedented cultural revival:
• Construction of the grand Ram temple in Ayodhya is proceeding at full pace.
• Baba Vishwanath Corridor in Kashi has revitalized the cultural capital of India.
• Developmental works in Somnath are setting new records.
• Reconstruction of Kedarnath Dham in the Himalayas.
• Kedarnath-Badrinath pilgrimage region is being re-developed in a sustainable way.
• For the first time ,the Char Dham will be connected by all-weather roads
• Kartarpur Sahib Corridor came to fruition.
• Hemkund Sahib and Girnar are connected by rope way.
• Grand’ Mahakal Lok’ was inaugurated in Ujjain ,which has been the focal point of Indian culture for thousands of years and is again heralding a new era of India’s grandeur.
• Under the PRASAD scheme, modern facilities have been expanded in Baba Baidyanath Dham, Deoghar.
• Heritage Lighting and other facilities are inaugurated at the Sun Temple in Modhera, Gujarat.
• Pavagadh in Gujarat- famous for Maa Mahakali Shakti Peeth and the Jain heritage now has upbeat facilities.
• Swadesh Darshan and PRASAD Yojana are restoring the glory of many centres of spiritual consciousness of the nation across the country.
• India has successfully brought back several idols and sacred and cultural artefacts from abroad.
• The renaming of the Rajpath to Kartavya Path and the installation of the Netaji Subhash Chandra Bose statue at India Gate is a bold statement of New India, free from colonial consciousness and striving towards a glorious future.

Justice to all discrimination to none

The middle class’s contribution to India’s growth story is immense. Several initiatives have been undertaken to benefit the middle-class.

GST: With the introduction of One Nation, One Tax, people got freedom from the complex web of taxes and relief from cascading effect. It has improved the ease of living and ease of doing business. The country registered a 22.6 per cent annual growth in GST collection. The total GST collected in the calendar year 2022 reached Rs 17.54 lakh crore from Rs 14.31 lakh crore in CY21.Inthree years, this grow this 44.4 per cent from Rs12.15 lakh crore in CY19.

Reduction in prices of heart stents and other implants – Heart Stents are now 85% cheaper, saving Rs. 46,000 crores of patients. Apart from this, a 69% reduction in the cost of knee implants has saved Rs.1500 crores for the public.
Affordable and quality medicines through Jan Aushadhi Kendra-Moreth an 5,000 Jan Aushadi Kendra has been opened to provide cheap and quality medicines across the country. More than 800 medicines are available at these centres at very low prices.

Air travel becomes accessible to the middle class- Air travel has become accessible under the Udaan Scheme. Flights are now available from many domestic destinations, and massive air infrastructure is being created nationwide.

Approval of loans under the Mudra scheme – More than 16 crore poor and middle-class people have been sanctioned loans of more than Rs. 7 lakh 74 thousand crores.

Pension- The government increased the minimum pension from Rs. 3,500 to Rs. 9000 rupees per month, which has benefited lakhs of pensioners. The government enhanced them and at ory contribution by the Central Government for its employees covered under NPS Tier-I from 10% to 14%. Pension is being given to the employees who retired before the 01st of January2016, with a new pay scale. With this, the discrepancies that arose for the employees who retired before or after this date is now removed.

Gratuity- The gratuity limit has been increased from Rs. 10 lakhs to Rs. 20 lakhs. It will benefit employees with more money at retirement.

Incentives for housing loan- The maximum tax deduction on a home loan has been increased from Rs 1.5 lakh to Rs. 2 lakhs under income tax. While under Section 80 of income tax, the housing loan limit is increased from one lakh to1.5lakhs.

Pradhan Mantri Vaya Vandana Yojana – Under this scheme, an initiative has been taken to save senior citizens’ deposits from declining interest rates. The rate of interest of 8 per cent for ten years has been ensured to them. The government will bear the difference if the interest rate falls below 8 percent.

Senior Citizen Welfare Fund – The Senior Citizen Welfare Fund has been set up by the government under which the unclaimed amount for more than ten years of life insurance will be transferred to the Senior Citizens Welfare Fund

Life certificates are now online – Senior citizens have to give a life certificate every year to continue their pension, and the delay in this resulted in many difficulties. With the new government initiative ,this life certificate can be made at any branch or online.

Support to Farmers

Several programmes have been introduced to make agriculture sustainable, remunerative, and climate resilient: Pradhan Mantri Fasal Bima Yojana (PMFBY) provides affordable crop insurance; Pradhan Mantri Krishi Sinchayee Yojana

(PMKSY) supports improvisation of irrigation facilities, Paramparagat Krishi Vikas Yojana (PKVY), supports organic farming; NABARD provides supportfor micro irrigation which helps conservation of water; Kissan Credit cards help in addressing nutritional deficiencies in fields; PM-KUSUM (Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan) helps installation of individual 2 MW power plants and solar-powered agricultural pumps, and E-NAM connects existing agricultural mandis for better realization of agri- products for farmers. BJP is committed to the welfare of all sections of the agrarian economy.

National Education Policy 2020

Creating a conducive eco system for business:

India has emerged as the world’s third-largest startup ecosystem. Today’s youth aspire to be the ‘Job creators’ instead of ‘Job seekers’. India is currently home to 84 unicorns, 51 gazelles, and 71 cheetahs, against 51 unicorns, 32 gazelles, and 54 cheetahs in 2021.

Make In India initiative was launched to attract global investment in India. Foreign Direct Investment (FDI) has been liberalized in 25 sectors. It has improved the ease of doing business in India.

Infrastructure – Bharatmala, Sagarmala, Dedicated freight corridors, Ude Deshka Aam Nagarik, (UDAN) Bharat Broadband Network and Digital India have improved our ranking in Ease of Doing Business.

Vocal for Local to promote local skills & products that will stimulate domestic manufacturing and helpin employment and income creation.

Start Ups by young entrepreneurs are being supported by easing the norms for starting a business and establishing incubation centres. Tax exemptions for young entrepreneurs are a welcome step.

Digital India – The government has taken a proactive role in building the digital public goods infrastructure to bridge the digital divide and unleash the potential of efficiency and economic gain from inclusive digitisation. Unlike the completely market-driven digital infrastructure or state-controlled digital infrastructure, India has adopted the public-private partnership model with a strong focus on inclusivity and empowerment of all citizens. Modi government has incentivized low-cost internet services connecting rural India and ensuring accessibility to about650 million users. 2,74,246 km of optical fibre has connected 1.15 lakh gram panchayats in the county.

Atmanirbhar Bharat – During the pandemic, Prime Minister Shri Narendra Modi launched the Pradhan Mantri Garib Kalyan (PMGKY) Yojana of1.70 lakh crore and Atma nirbhar Bharat Abhiyan of 20 lakh crores (including PMGKY). It ensures food security to 80 crore people, income support and financial assistance to daily-wage workers, farmers, and MSMEs, provision of loans to 31.9 lakh Street vendors under PM SVANidhi Yojna etc. The vision of Atmanirbhar Bharat focuses on the Economy, Infrastructure, Technology, Vibrant Demography and Demand.

PM Gati Shakti Yojana: Prime Minister Shri Narendra Modi unveiled the”PM Gati Shakti-National Master Plan for Multi-Modal Connectivity” on the 13th of October 2021. It focuses on roads, railways, airports, ports, public transportation, waterways, and supporting infrastructure. It will give infrastructure planning, implementation, and monitoring a new direction to ensure cost-effective implementation of the projects.

As mentioned by our Hon PM, solution to many of India’s challenges is in Aatmanirbharta. Co-operative is a great model of moving towards an Aatmaribhar Bharat. For the same, the government created a new ministry of cooperation to promote and strengthen the cooperative movement across the country. It is

Sabka Saath Sabka Vikas

• The welfare of Tribal communities is our foremost priority. The tribal welfare budget has grown more than three-fold in the last eight years.
• The budget of Eklavya Model Schools, specially developed for tribal students, has been increased from Rs 278 crores to Rs 1,418 crores. At the same time, fund allocation for scholarships for tribal students has also been hiked from Rs 978 crores to Rs2,546 crores.
• The BJP government is committed to providing due reservation to both the backward and EWS categories. The Union Government has taken a historic decision to provide 10 per centers reservation for the EWS category and also ensured that OBC and SC/ST reservations are strictly implemented across the government sector, including colleges and universities.
• Rupees 22.6 lakh crores have been directly transferred to beneficiaries through direct benefit transfer (DBT)
• Socials ecurity has been provided to the poor through schemes like Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Yojana, Atal Pension Yojana etc.
• 6.29crore house holds have been provided with tap water connections under Jal Jeevan Mission.

Also, India has made great strides towards ‘Atmanirbhar Bharat’ in the defence sector. India’s defence exports stood at a record ₹14,000 crore in 2021-22, as an outcome of the government’s policies to promote indigenous manufacturing and boost the export of military hardware. It will generate jobs and stimulate related industries via backward and forward linkages.

The policies for uplifting the poor also draws great inspiration from Bharat Ratna Baba saheb Bhimrao Ramji Ambedkar. To honour his legacy, BJP Government has developed five key locations associated with his life as Panchatirth: Amedbkar’s birthplace in Mhow, the place in London where he stayed while studying in the UK, Deeksha Bhoomi in Nagpur, where he took education, Mahaparinirvan Sthal in Delhi and Chaitya Bhoomi in Mumbai. They will continue to inspire the coming generation of Indians to strive for equality, justice and fraternity.

In 2023, India has the honour of hosting the G20 summit under the leadership of Prime Minister Shri Narendra Modi.It provides India with the opportunity to shape the international discourse on critical issues and lead the solution-orient education plan.

The inclusive and pro-people governance of Prime Minister Shri Narendra Modi has strengthened the belief of the masses in the democratic system.
