Hon’ble National President of Bharatiya Janata Party, Shri Jagat Prakash Nadda released the Bharatiya Janata Party Sankalp Patra (Manifesto) for the upcoming Odisha Assembly Election. During the event, Odisha BJP President Shri Manmohan Samal, BJP National Vice President Shri Baijayant Panda, Manifesto Committee Head Shri Samir Mohanty, Smt Aparajita Sarangi, Dr Sambit Patra and other leaders were present. Shri Jagat Prakash Nadda highlighted how, over the past 10 years, the culture and practices of politics have changed under Prime Minister Shri Narendra Modi’s leadership. One clear sign of this change is that the manifesto has now become a serious document. In contrast, during the UPA era, manifestos were only for show, neither the public believed they would be implemented, nor did those creating them believe they would carry them out. The importance of the manifesto had diluted so much that it became nothing more than a formality.

Shri Nadda emphasized that under PM Shri Narendra Modi’s leadership, politics has advanced in terms of reforms, performance and transformation. Consequently, today’s politics is centered around report card politics, focusing on accountability. The BJP has demonstrated that it fulfills its promises and even goes beyond what was initially pledged. (Jo Kaha Tha Woh Kiya Hai, Jo Nahi Kaha Tha Vo Bhi Karke Diya Hai).

Hon’ble BJP National President stated that the Sankalp Patra presented today is a serious document that has involved extensive effort. A grassroots movement took place in villages and panchayats, gathering thousands and lakhs of suggestions were collected and compiled together to move forward.

Shri Nadda stated that to understand the importance of bright days, it is essential to know about dark days. Wherever there are non-BJP governments, politics of caste, creed, regionalism, corruption and nepotism persist as part of the other parties’ culture. However, under Prime Minister Shri Narendra Modi’s leadership, the BJP only focuses on the politics of development. Today, even the BJP’s opponents are compelled to talk about development. However, the opposition has not yet reached the level of providing a comprehensive report card.

Hon’ble BJP National President emphasized that today, India has made significant strides in economic power, taking a leap from 11th to 5th largest economy globally. According to Morgan Stanley, the world views India as a bright future. When the BJP government returns for a third term under Prime Minister Shri Narendra Modi’s leadership, India is poised to become the third-largest economy in the world. India has become the world’s second-largest exporter of medicines, producing the most affordable and effective medicines and increasing its exports by 138%. The country’s petrochemical exports have surged by 106%. A decade ago, mobile phones were labeled ‘Made in China’, ‘Made in Korea’, or ‘Made in Taiwan’, but now every phone, including Apple, bears the ‘Made in India’ label. In infrastructure, ₹10 lakh crore will be spent on development in a single year. If anyone has addressed the needs of villages, the poor, the underprivileged, the oppressed, Dalit, youth, farmers and women, it is Prime Minister Shri Narendra Modi’s programs. 

Shri Nadda stated that according to the IMF and NITI Aayog, 25 crore people in India have been uplifted from the poverty line. According to the IMF, India’s extreme poverty is less than 1%, and this achievement is attributed to the contribution of the Pradhan Mantri Ann Yojana, which provides 5 kg of wheat, 5 kg of rice and 1 kg of pulses. BJP has decided to continue this ration distribution for the next five years. The Pradhan Mantri Awas Yojana was halted in Odisha, despite providing houses to 4 crore people nationwide under this scheme, with plans to provide an additional 3 crore houses in the next five years.

Hon’ble BJP National President highlighted that the Ayushman Bharat Yojana, the world’s largest health coverage program, covers 10 crore 74 lakh families, which translates to health coverage for 50 crore poor people, with a coverage of ₹5 lakh. However, many families in Odisha are deprived of Ayushman Bharat scheme due to mismanagement and political reasons, as the Biju Janata Dal, led by Naveen Patnaik, did not implement it in Odisha. Hon’ble Prime Minister Shri Narendra Modi has decided that anyone above 70 years of age, regardless of their location, caste, religion, or economic status, will be provided with a ₹5 lakh annual health cover under the Ayushman Bharat scheme. 

Shri Nadda highlighted that Odisha has received ₹3.2 lakh crore through tax devolution and ₹1.7 lakh crore through grants in aid. Prime Minister Shri Narendra Modi has endeavored to integrate Odisha into the mainstream, leading to numerous developmental endeavors in the state. It should be made very clear that the Bharatiya Janata Party is not contesting elections today to sit in opposition but to contest elections to come into government. The government led by Navin Patnaik’s Biju Janata Dal has failed to fulfill many of its tall promises and achievements. Today, water is not reaching the fields, affecting 35% of our irrigated land, which has been exposed. Sadly, it must be said with regret that Odisha’s farmers have the lowest income. Odisha also witnesses the highest rate of migration. The term “Dadan” resonates in every household, indicating the extent of migration happening in Odisha. The government of Odisha seems unconcerned about the reasons behind migration and why people are leaving.

Hon’ble BJP National President emphasized that farmers are not receiving fair prices for their crops in Odisha. Whether it’s healthcare or education, all systems have collapsed. There are 4,300 vacant teaching positions in Odisha, and the condition of university and school education is dismal. Unfortunately, it must be stated with great sorrow that violence against women has increased in Odisha, and the state currently tops the list for crimes against women. Biju Janata Dal leaders are directly or indirectly involved in cases of violence against women, including rape and murder. Crime has surged exponentially and approximately 45 BJD MLAs are directly or indirectly implicated in these incidents. Bribery, corruption and theft have become commonplace in Odisha. People in Odisha are paying the highest electricity bills, yet there is a severe shortage of electricity in the state. Cold storage facilities in rural and semi-rural areas are shutting down due to electricity issues. As far as healthcare is concerned, hospitals in Odisha are in a state of crisis. If Odisha is functioning today, it is only because of the grace of ‘Natho ke Nath Jagannath Ji as the government led by Biju Janata Dal’s Naveen Patnaik has not left any stone unturned. 

Shri Nadda ji emphasized that BJP is committed to reaching the people through the media and is striving to come into government. As I present the ‘Sankalp Patra‘ before you, I want to convey that our goal is “Sankalp se Siddhi ki Or“. BJP will move from commitment to perfection and fulfill our commitments. This is not just a document; it’s BJP’s implementation program for the next five years.

Hon’ble National President of BJP, Shri Jagat Prakash Nadda unveiled the ‘Sankalp Patra’ and outlined the key points of the manifesto:

  • Shri Nadda stated that when the BJP forms the government, as it does with every administration, a sub-cabinet committee for the manifesto is set up on the day the government is established. The BJP monitors its manifesto monthly to ensure it is fully implemented within five years. This is why the world respects the integrity of the BJP’s manifesto.
  • Bharatiya Janata Party aims to put an end to the BJD’s widespread corrupt practices. The BJP will adopt a zero-tolerance policy toward corruption.
  • The revenue generated from various schemes will be entirely allocated to the welfare of the people of Odisha. 
  • After the BJP comes to power, the money belonging to small business owners that is tied up in chit funds will be recovered and those involved in the schemes will be punished. Small business owners will have their funds returned within 18 months.
  •  Revenue from minerals and legitimate mining will be fully invested in Odisha’s development.
  • BJP is attentive to the needs of farmers, women and youth. As a result, the party has established ‘Samriddh Krishak Neeti’ under which paddy will be procured at 3,100 per quintal. The payment for this procurement will be transferred to farmers’ accounts via DBT within 48 hours. Procurement will utilize electronic weighing machines to eliminate any discrepancies or shortages.
  • Subhadra Yojana will be introduced for women, providing each woman with a cash voucher worth ₹50,000. This voucher must be redeemed within two years to support family development.
  • Bharatiya Janata Party will set up an Odia Bhavan in each metro city.
  • In the next three years, the BJP will create 25 lakhpati didis and strengthen them by linking 500 self-help groups (SHGs) into industrial clusters.
  • Annual lean period allowance for fishermen will be provided, ₹10,000 rupees per fisherman. Additionally, warehouses will be set up, and work will be done to advance fisheries processing.
  • Efforts will be made to create world-class road connectivity across Odisha by constructing 75,000 km of roads. This includes rural, urban and state highways, connecting all gram panchayats, district headquarters and the state capital.
  • Odisha’s economic policy will receive an overall boost, aiming to create 3.5 lakh job opportunities by 2029.
  • Industrial corridors will be established, focusing on the Rourkela, Paradeep and Dharma corridors.
  • PROSPER ODISHA will be introduced, which stands for Promoting Regional Opportunities, Sustaining Entrepreneur Resilience. Through this, efforts will be made to boost MSMEs.
  • BJP will establish a total of four IT parks in Bhubaneswar, Rourkela, Berhampur and Balasore.
  • A special focus will be done on EV, semiconductors, IT and IT-enabled services.
  • Institutions will be strengthened to enhance engineering, legal and medical sciences.
  • 1.5 lakh vacant positions in government institutions will be filled and work will be done on recruiting 65,000 new employees over the next 5 years. Fairness in the recruitment of OBC and EWS categories, will be prioritized.
  • Under the Kendu Patra Tolayi Kalyan Yojana, the government will purchase leaves at ₹2 per carry and offer a 35% bonus to Kendu leaf pluckers and a 10% bonus to binders.
  • Under the Pradhan Mantri Awas Yojana, 15 lakh homes will be constructed. Through the Jal Jeevan Mission, we will ensure nal se jal for 26 lakh households. Additionally, tap connections to 40,000 public facilities will be provided.
  • The mismanagement of Puri Mandir Trust will be addressed and the government will work towards elevating the experience for visiting devotees to world-class standards. A thorough investigation will be conducted in Jagannath Mandir’s treasure chamber to ensure justice. The inventory of the treasure chamber will also be made public. All four doors of the Jagannath Mandir will be opened to devotees. In western Odisha, three integrated textile parks will be established to generate around 51,000 jobs.
  • Under Odisha’s Bunkar Samman Nidhi, weavers aged 40 to 60 will receive a monthly stipend of ₹3,000, while those over 60 will receive ₹3,500. 
  • Unorganized sector workers will be registered and provided with health insurance coverage of up to ₹5 lakh. 
  • Within 100 days of forming a BJP government in Odisha, the world’s largest health insurance scheme, Ayushman Bharat, will be implemented in the state, covering those earning less than ₹8 lakh annually.
  • Students from Tribal communities will receive ₹5,000 annually. 
  • Under the Mukhyamantri Sahayata Yojana, disabled and widowed women will receive a monthly pension of ₹3,000, while individuals over 80 will receive ₹3,500. 
  • BJP government will aim to increase the number of hospital beds in the state by 36,000 and expand ICU and dialysis availability. Medical colleges and super-specialty hospitals will also be established in the state. Odisha’s tourism sector will be strengthened. 
  • Under the PM Surya Ghar Muft Bijli Yojana, every home in Odisha will receive free electricity and the government will purchase any surplus electricity.
