The Resolution on ‘Viksit Bharat – Modi’s Guarantee’ was moved by Defence Minister Shri Rajnath Singh at the BJP National Convention in New Delhi on 17 February, 2024. This Resolution was seconded by the Union Minister of Finance and Corporate Affairs Smt. Nirmala Sitharaman, Uttar Pradesh Chief Minister Yogi Adityanath and Union Minister of State for Fisheries, Animal Husbandry, Dairying, Information and Broadcasting Shri L. Murugan.
The Resolution highlighted that under the dynamic leadership of Hon’ble Prime Minister Shri Narendra Modi, India has emerged as a strong and capable nation with the goal of a Viksit Bharat by 2047. The past 10 years have witnessed the realization of the ideal of Ram Rajya and during this period, the country has gone through an uninterrupted journey of security, prosperity and happiness for all. Following is the full text of the resolution:
Under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi ji, India has emerged as a strong and capable nation with the goal of a Viksit Bharat by 2047. The past 10 years have witnessed the realization of the ideal of Ram Rajya under the leadership of Hon’ble Prime Minister Shri Narendra Modi ji. During this period, the country has gone through an uninterrupted journey of security, prosperity and happiness for all. Under the Hon’ble Prime Minister’s leadership, the nation has taken the Panch Prans of freeing itself from the mentality of slavery, learning to be proud of our heritage, resolving to be a developed nation, demonstrating strength in our unity, and fulfilling the duties of citizens with honesty. In these 10 years, India has looked up to its great democratic and constitutional traditions as well as its cultural heritage. In the last 10 years, the people of the nation saw ‘Modi’s Guarantee’ reaching every home. This Guarantee has seen 25 crore people being brought out of poverty. Under the Prime Minister’s leadership, new dimensions of electoral success were also achieved in the last 10 years. From Kutch to Kamrup and from Kashmir to Kanyakumari, the BJP has won the hearts of all. The National Convention also heartily congratulates its leader and the Hon’ble Prime Minister of the country, Shri Narendra Modi ji and thanks him for this victory march of the BJP.
10 Years of Achievements And Modi’s Guarantee :
Throughout the tenure of many Governments, typically only a handful of achievements stand out, but in the 10 years of Shri Narendra Modi ji’s Government, hundreds of historic achievements have improved the standard of living of two-thirds of the citizens of our nation. Not only did the country’s economy break all records, become more secure and decisive than before, it also added a new chapter in global leadership. Today when our Hon’ble Prime Minister Shri Narendra Modi ji speaks, the whole world listens. The country has witnessed innumerable achievements over the last 10 years. Each achievement is so significant that it merits an entire book dedicated to their exploration. The country also witnessed those decisive decisions previously unimagined. Swachh Bharat Abhiyan, Beti Bachao-Beti Padhao, Namami Gange and G20 started a new chapter of public participation in the country. The participation of the public in the effective management of Covid by the Government has been praised all over the world. Even a millennium from now, people will continue to discuss with fervor this timeless era under the leadership of the Hon’ble Prime Minister Shri Narendra Modi ji.
‘Modi’s Guarantee’ has increased the sanitation coverage in our country from 40% to 100%. We gave 17 crore more gas connections. For the urban poor, we built 4 crore houses. More than 50 crore people have a bank account today with total deposits over Rs. 2,08,855 lakh crore. Jan Dhan, Aadhaar and Mobile have not only eliminated the leakage among the beneficiaries of Government schemes but has also ensured that beneficiaries get their entitlements directly into their accounts without any middleman. Half of these bank accounts belong to women. More than 13.91 crore families are getting pure drinking water from tap connections. More than 55 crore poor people have received Ayushman Bharat cards. More than 11 crore toilets have been built. Under PM Garib Kalyan Anna Yojana, 80 crore people have been provided free food grains. This has now been extended for another 5 years. Promotion of millets has also benefited more than 3 crore small farmers of our nation. Under Shri Narendra Modi ji’s Government, the nation has become safer than before, with strong action taken against terrorism. This is a new Bharat where Abhinandan returns from Pakistan and ex-Navy Officers on death row in Qatar also return safely. Today Indians across the world trust Shri Narendra Modi Ji’s Government to save them during a crisis. We saw this during the Russia-Ukraine war, during the crises in Iraq, Syria, and Yemen, and also during Covid. Congress Governments did injustice to the backward classes by not giving constitutional recognition to the OBC Commission for over 40 years. Shri Narendra Modi Ji’s Government honored the backward classes by giving constitutional recognition to the OBC Commission during its very first term. Congress Governments kept ‘One Rank, One Pension’ pending for 40 years. Hon’ble Prime Minister Shri Narendra Modi ji did justice to the ex-servicemen, who worked whole-heartedly in the service of the nation, by implementing ‘One Rank, One Pension’ in one stroke. We also saw the time when a Prime Minister of the Congress Government, despite the order of the Supreme Court, caused injustice to Shah Bano, but also allowed injustice to millions of Muslim women of the country by approving triple talaq. Hon’ble Prime Minister Shri Narendra Modi ji ensured justice to Muslim sisters by ending triple talaq. Earlier women did not get permanent commission in the army, our Government has ensured permanent commission to women officers in the Indian Army.

Revocation Of Article 370 :
In the greed for vote bank and appeasement politics of the Congress, Article 370 and 35A alienated Jammu and Kashmir from India. Since the inception of the Jan Sangh, we were against having two heads of state and two constitutions in the nation. Our founder and son of Bharat Mata, Dr. Syama Prasad Mookerjee sacrificed his life for this. Thousands of our workers have contributed to make Jammu and Kashmir an integral part of India. Hon’ble Prime Minister Shri Narendra Modi ji ended the injustice and ensured justice to the people of Kashmir. The dream of One Nation, One Constitution has been realized. Today the tricolor is flying proudly at Lal Chowk.
Earlier, the laws of the country did not apply in Jammu and Kashmir. The terrible exodus from Jammu and Kashmir shocked the hearts of every Indian. Article 370 and 35A made Jammu and Kashmir a state where terrorism and separatism flourished freely and no one had the courage to raise the Indian flag. After the removal of Article 370 the network of terrorists in Jammu and Kashmir has been destroyed. Stone pelting and violence are over now. As a result, a record 1.88 crore tourists came to the state and tourism has increased. In 2018, 199 youths took to terrorism in Jammu and Kashmir, this number has reduced to 12 in 2023. After 3 decades of turmoil in Kashmir, common people are now living a normal life in Jammu and Kashmir. After the abrogation of Article 370 people are experiencing peace and development in the state. Now central laws have been implemented there. It is a hub for investment with increasing tourism. Earlier, High Court judges there used to take oaths on the state constitution, now they have the responsibility of implementing the Constitution of the nation. Grand Shri Ram Temple In Ayodhya:

Last year, India created history by hosting the G-20 summit during a very difficult time for the world and making it a success. India’s hospitality and our Hon’ble Prime Minister Shri Narendra Modi ji were praised across the world for being wonderful hosts and the unanimous acceptance of the New Delhi Leader’s Declaration (NDLD). Addressing all global concerns and creating 100% consensus on all developmental and geopolitical issues was not an easy task but India achieved this under the leadership of Hon’ble Prime Minister Shri Narendra Modi Ji. On the initiative of our Hon’ble Prime Minister Shri Narendra Modi ji, the African Union also became an integral part of G-20. India became the voice of the Global South. Assembly Elections And Bye-Elections:
In the last 10 years, the country has seen a new dimension of ‘Pro-incumbency’ being created among the people instead of ‘Anti-incumbency’ under the leadership of Hon’ble Prime Minister Shri Narendra Modi Ji. Shri Narendra Modi ji has completed 22 years of continuous working as Head of Government. He served as the Chief Minister of Gujarat for 13 years and for 10 years he has been holding the post of Hon’ble Prime Minister of the country. We often hear from many experts that after Covid, the trust in Governments across the world decreased, but in India, the trust of the people in the Indian Government has strengthened further. The people of the country have full faith in both the intent and commitment of our Government. Therefore, our Government became pro-incumbency because our Government has given priority to public sentiments in governance. Shri Narendra Modi ji’s Government is sensitive to the needs of the countrymen and has focused on fulfilling both the needs and dreams of the people. The result of this was that in the last 10 years, all the people in the country elections, be it assembly elections, by-elections or local body elections, have repeatedly given their blessings to the Bharatiya Janata Party.
Gujarat, Madhya Pradesh, Uttar Pradesh, Uttarakhand, Goa, Chhattisgarh, Bihar, Assam, Tripura, Maharashtra, Arunachal Pradesh, Nagaland, Manipur, Meghalaya – everywhere the people of the country expressed unwavering faith in the Hon’ble Prime Minister Shri Narendra Modi ji and voted for BJP and given an opportunity to serve.
Wherever the people elected Congress, within a few days they became disillusioned with the Congress Governments, and the BJP returned there as well. Chhattisgarh, Madhya Pradesh, Rajasthan are witnesses to this. Even in places where BJP has not been able to come to power till now, under the leadership of Hon’ble Prime Minister Shri Narendra Modi ji, BJP has surprised everyone with its performance. In West Bengal, BJP went from 3 to 77 seats and became the main opposition party, in Telangana, BJP went from 1 to 8, in the local body elections of Tamil Nadu and Kerala, BJP performed brilliantly and in Puducherry also, a BJP Government was formed. BJP MPs were elected to Rajya Sabha from Sikkim, Nagaland and Puducherry.
Last year, assembly elections were held in 9 states in the country, out of which BJP Government was formed in 6 states, namely Madhya Pradesh, Rajasthan, Chhattisgarh, Tripura, Meghalaya and Nagaland. In Chhattisgarh, BJP won 54 out of 90 seats. BJP got 46.27% votes. In Rajasthan too, BJP wrested power from Congress by winning 115 seats.
Congress was once again wiped out from the North-East. For the first time in 75 years since independence, the Government of India went directly to the lakhs of villages. During the Yatra, more than 50 lakh Ayushman cards were given. More than 50 lakh people applied for insurance schemes. More than 33 lakh new beneficiaries were added under the PM Kisan Yojana. More than 25 lakh new beneficiaries were given Kisan Credit Card. More than 22 lakh new beneficiaries applied for free gas connections. More than 10 lakh people applied to avail the benefits of PM Svanidhi. These numbers of crores and lakhs may be just figures for someone, but for our Hon’ble Prime Minister Shri Narendra Modi ji, these numbers are not just a figure, it is a life. We congratulate such compassionate and successful Hon’ble Prime Minister Shri Narendra Modi ji from the bottom of our hearts.

Hon’ble Prime Minister Shri Narendra Modi ji has brought honor and prestige to India’s cultural heritage at the world stage. Bharat Ratna And Padmashree Awards:
Be it the country’s highest civilian honor Bharat Ratna or Padma Awards, for the first time after independence, under Narendra Modi’s Government, these have come out of the ‘elite category’. Padma awards are now being given to such unknown social workers, reaching the marginalized castes and communities in the society which no one had even imagined. Now these awards are not given on the basis of party, ideology or lobbying, but on the basis of their contribution in the upliftment of society and nation.

But the inauguration of this grand temple of national importance and democracy was also boycotted by the ‘Indi alliance’ including Congress, which was a very condemnable incident. The need for a new Parliament building was emphasized during the Congress Government itself. The new Parliament building is an intrinsic part of the vision of ‘Atmanirbhar Bharat’ and will be a wonderful opportunity to create a people’s Parliament for the first time since independence, which will match the needs and aspirations of the ‘New India’. Nari Shakti Vandan Adhiniyam:
The amount of work done for women’s welfare and upliftment under Shri Narendra Modi ji’s Government is unprecedented. Country’s Flight Into Space:
India also set many records in the field of space in 2023. Chandrayaan-III set a world record by landing on the south pole of the Moon. India became the first country in the world to do so. This is a matter of pride for every Indian. The success of Chandrayaan-III mission in just four years would not have been possible without the support of Hon’ble Prime Minister Shri Narendra Modi ji. Not only this, India has set another record by successfully launching the Aditya L-1 mission to study the Sun and placing it at Langer Point. By doing this, India became one of the few countries which has successfully launched a mission to study the Sun. Caste Based Politics Vs Welfare Of Every Class:
On one hand ‘Indi alliance’ is busy in doing caste based divisive politics, on the other hand Prime Minister Shri Narendra Modi Ji has made it clear that there are only four castes in the country – Poor, Farmers, Youth and Women. The Poor, Farmers, Youth and Women of the country are at the center of every scheme of Shri Narendra Modi ji’s Government. This will not only empower them but will also play a major role in making the country a leader in the world. Since the independence of the country, there has been a feeling of need for changes in the laws introduced during the British era. Under the leadership of the Hon’ble Prime Minister Shri Narendra Modi ji, Union Home and Cooperation Minister Shri Amit Shah replaced the Indian Penal Code, 1860 with Bharatiya Nyay Sanhita, 2023. This is an important milestone in the journey towards freedom from colonial slavery. International Year of Millets:
For centuries, millets i.e. coarse grains (Shri Anna) were the staple food of India, but gradually these coarse grains became completely marginalized. On the initiative of Hon’ble Prime Minister Shri Narendra Modi ji, 2023 was celebrated as the International Year of Millets. The Prime Minister called Millets as ‘Shri Anna’. The Global Millets (Shri Anna) Conference was also organized. More than 80% of the millets grown in Asia are produced in India. This will greatly benefit the small farmers of India, and will also help in keeping people healthy. Severe Natural Disaster in Himachal:
Last year, Himachal Pradesh faced a severe natural disaster. There was a lot of damage to life and property in this. The speed with which Shri Narendra Modi ji’s Government provided assistance to Himachal Pradesh is commendable. Our Home Minister also took necessary steps immediately. Our National President Shri Jagat Prakash Nadda ji remained in constant touch with the local Government, visited the affected areas and left no stone unturned to provide assistance. Meri Mati – Mera Desh:
Last year, a unique patriotic program like ‘Meri Mati – Mera Desh’ was organized under the leadership of Hon’ble Prime Minister Shri Narendra Modi ji. The aim of this All-India Contact Initiative was to reach every household in the country. Under the nationwide campaign ‘Meri Maati Mera Desh’, all the sons of the country who sacrificed their lives for the nation, were honored. During the campaign, programs were organized in 4,419 blocks across the country. Soil was collected from every corner of the country, which was placed in an urn and ceremoniously installed in Amrit Vatika and Amrit Mahotsav Memorial during the closing ceremony of Azadi ka Amrit Mahotsav. Farmers Welfare:
During the time of Congress, the total annual budget for agriculture was Rs. 25 thousand crores. The budget for agricultural welfare in Shri Narendra Modi ji’s Government is Rs. 1.25 lakh crore. During its 10-year tenure, Congress had purchased paddy and wheat worth Rs. 7 lakh crore from farmers. The Modi Government has purchased paddy and wheat worth about Rs. 18 lakh crore in 10 years. The Congress Government made only nominal purchases of pulses and oilseeds. We have purchased pulses and oilseeds worth more than Rs. 1.25 lakh crore. Under PM Kisan Samman Nidhi, Rs. 2.8 lakh crores were sent directly to the accounts of farmers. Rs. 1.5 lakh crore has been given to farmers under PM Crop Insurance Scheme. For the first time in the country, separate ministries were formed for fishermen and animal husbandry. For the first time, Kisan Credit Cards were given to cattle rearers and fishermen, so that they can get money from the bank at low interest and can expand their business. We have administered more than 50 crore vaccines to save animals from Foot and Mouth disease, which no one had ever thought before. This National convention welcomes its Hon’ble Prime Minister Shri Narendra Modi ji for writing a new chapter of farmer welfare.
Economy Taking Off:
India is currently the fastest growing major economy in the world. India has moved from Fragile 5 to Top 5 within 10 years. India is now on track to become a $5 trillion economy and the third largest economy by 2027. The dream of ‘Viksit Bharat’ will definitely come true before 2047 because this is the ‘Modi Guarantee’. Our GDP growth rate has consistently remained among the highest in the world in recent years. Our foreign exchange reserves are at record levels. Schemes like PM Gati Shakti Yojana, Production Linked Incentive have greatly strengthened the country’s economy. Many initiatives such as Digital India, Make in India, Skill India, Stand-up India, Start-up India, Mudra Yojana, Roozgar Mela, Tourism Policy, Drone Policy, Defense Corridor, Freight Corridor, Economic Corridor have created immense employment opportunities in the country. Under the Roozgar Mela, appointment letters have been given to about 8 lakh youth in just a few months.
There has been a commendable revival in the banking sector and the health of the entire financial sector has improved. Gross NPAs were at a decade low of 3.2% in September 2023, significantly lower than their peak value of 11.2% in 2017-18. India has been growing at a consistent growth rate of 7%+ in the last three years. The average GDP growth during 2014–24 is 7.1%.
After importing almost all smartphones in 2014, India saw an 11-fold increase in domestic production of smartphones and has now become the world’s second largest smartphone maker, having exported over 1,00,000 crore smartphones last year alone. Every global electronics brand including global smartphone brands like Apple, Samsung, Motorola, Google are making India their preferred manufacturing base. Owing to the Semiconductor policies of the Modi Government, global semiconductor giants are setting up plants for packaging and fabricating semiconductor in India – further giving a boost to the electronics, automotive, industrial, telecom and other manufacturing sectors. The share of states in GST has also increased significantly as compared to before.
Under the UPA Government, there was a considerable slowdown in all the infrastructure projects initiated by the previous NDA Government, be it the Golden Quadrilateral, Gram Sadak Yojana or the North-South, East-West corridors. Many large and ambitious infrastructure projects in both the private and public sectors were either in a constant ‘under construction’ state or had been discontinued. The Government has effectively cleaned up the coal sector and One Nation One Grid One Frequency has been instrumental in identifying the energy requirement and supply. The energy gap has been reduced from 4.2% in 2013-14 to only 0.3% in 2023-24.
The Government has sanctioned more than 46 crore loans under Mudra Yojana, which has led to the creation of a large number of jobs. Approximately 215,000 women, SC, and ST individuals are set to initiate new businesses under Stand-Up India, with bank loans totaling around Rs. 49,000 crore sanctioned to entrepreneurs. Rs.10,000 crore provided as collateral free loans under PM Svanidhi scheme to more than 63.4 lakh street vendors. Under PM Vishwakarma Yojana, skill training and education will be provided to the families of traditional artists and craftsmen, end-to-end holistic support including collateral-free loans is also being provided. With these efforts, the marginalized castes which were bereft of development are being brought into the mainstream of development. Self-help groups have been promoted. Due to the vision of Hon’ble Prime Minister Shri Narendra Modi ji, about one crore women have become Lakhpati Didi. Now the Government has set a target of creating 2 crore Lakhpati Didis in the next 5 years.
There are approximately 3.5 crore MSMEs registered on the Udyam Assist portal. About Rs. 25 lakh crore (6 times more than before 2014) has been sanctioned over the last few years as guarantees under the Credit Guarantee Scheme for MSMEs. The Startup India program has become a launchpad for ideas in India. India has broken all its export records till now in the defense sector. For the first time, Rafale joined our fighter fleet. Even after 70 years of independence, there was no electricity in 18 crore villages of the country. Shri Narendra Modi ji’s Government has connected every village and every house with electricity.
In 2014, there were only nominal start-ups in the country, today there are 1,20,310 start-ups. Meaning, in the 70 years of independence, only a few start-ups were formed in the country, whereas in only 10 years of Shri Narendra Modi ji’s Government, about 1.2 lakh start-ups were formed. This means that in every year of the Modi Government, 12 thousand start-ups were formed in the country. Today more than 110 unicorns exist.
In 2016, Hon’ble Prime Minister Shri Narendra Modi ji announced from the Red Fort, to provide water to every farm. In 2014, 36.7% of the land was under irrigation, today more than 51% of the land is irrigated.

In the Congress Government, about 69 km of roads were being built every day, whereas in the Shri Narendra Modi ji’s Government, 130 km of roads are being built every day. In 2014, the total length of railway lines in the country was 22,048 km, which has increased to 55,198 km in just 10 years. In 2014, the total length of expressways in the country was 680 km, today it is 4,067 km. The country’s per capita income in 2014 was Rs. 86,467, today it is Rs. 1,72,000.
From independence till 2014, only 55% villages of the country were connected to PM Gram Sadak Yojana, today this figure has reached 99% by constructing more than 4 lakh km of rural roads in 10 years. From independence till 2014, there were only 7 AIIMS in the country, today there are 22. The number of IIMs has increased from 13 to 20, the number of IITs has increased from 16 to 23. Medical colleges have increased from 387 to 660 and the number of seats has also doubled.

During Covid, with the inspiration of Hon’ble Prime Minister Shri Narendra Modi ji, two world-class indigenous vaccines were developed and implemented in just 9 months. More than 220 crore double-dose vaccinations took place in record time. Crores of people were also given the third dose of Covid, and this entire vaccination program was run ‘free of cost’ by Shri Narendra Modi ji’s Government in the interest of common citizens. The opposition raised all kinds of questions on the quality of the vaccine and on the country’s scientists, but the people of the country did not listen to them. At the call of Hon’ble Prime Minister Shri Narendra Modi ji, the people of the country fought a decisive battle against Corona, encouraged the Corona Warriors, and BJP presented a unique example of service to humanity under the ‘Seva hi Sangathan’ campaign. Hon’ble Prime Minister Shri Narendra Modi ji protected the entire India during the Corona period, arranged free food and medicines for them, talked to doctors and health workers continuously, and encouraged them.
